I use my cell phone a lot when it's charging because it always seems like I get a call to my cell phone when the battery is about to die so I have to plug it in or I risk the phone battery dying and dropping the call.
Nothing will happen if you use your cell phone plugged in so if you need to use your cell phone while plugged in go right ahead as it won't hurt the cell phone or yourself.
