When a weather forecast refers to a temperature reading as the "mean temperature" the mean temperature is the temperature of the air read by a properly exposed thermometer during any given time period, usually a day, a month, or a year etc.

It's just a temperature reading by the properly exposed thermometer and the exact temperature that it is out there at the time of the reading.
