The two sins that are not forgiven are blasphemy against the Holy Spirit and the refusal to forgive others.

Refusal to forgive others is the second unforgivable "sin" because God's mercy is conditional on our own willingness to extend forgiveness and it's based on the principle of reciprocating God's forgiveness towards us.

Blasphemy against the Holy Spirit is an ongoing, hardened state of heart against God's work and truth and not a single word or a momentary act and it also involves persistently and knowingly rejecting the Holy Spirit's influence and the work of convincing people of their sin and need for Christ.

The biggest sin God cannot forgive is blasphemy against the Holy Spirit in Christianity and associating partners with God (shirk) in Islam.

Blasphemy against the Holy Spirit is the unforgivable sin as described in the Synoptic gospels (Matthew, Mark and Luke).

It's also seen as a conscious and persistent rejection of the Holy Spirit's work and an unwillingness to repent and seek forgiveness, and unlike the other sins for which one can seek forgiveness, this sin is unforgivable because it's the rejection of the very means of salvation.
