How do you fix ERR CONNECTION REFUSED in google chrome?

I keep getting an error of ERR CONNECTION REFUSED in google chrome. When I use firefox for the website I'm trying to browse it works fine.

But trying to load the website in google chrome I keep getting this error?

Sometimes just time fixes it. Sometimes I get that as well and I think it's just the server refusing the connection through chrome.

Chrome is a great browser but sometimes weird things happen with it.
