The phrase and saying we make plans and god laughs means that your plans can change and will change and it's out of your control.

At every stage of life we make plans, setting out where we want to go and imagining what we will be like when we have “arrived.”

But things have a way of turning out not quite as we hoped or expected.

God does not really laugh at our plans we make.

However when we do make plans you can expect some change in those plans you make as they are out of your control.
