The country that eats horses is Europe and Asia as well as Argentina, Russia, Poland, Indonesia, Switzerland, Belgium, Italy, France, Japan, Mexico, Kazakhstan and even China.

The largest consumer and producer of horse meat is China, which is followed by Kazakhstan, which it's also a significant part of nomadic culture.

While not commonly eaten in the USA, some people in the United States eat horse meat, but they only usually do so by slaughtering their own horses.

Aside from the countries of China and Kazakhstan, Japan is also a significant consumer of horse meat.

Mexico and Argentina are also notable consumers of horse meat and even parts of Russia eat Horse meat.

While some people in the USA consume horse meat, the horse meat is not commonly eaten in the United States due to a combination of cultural taboos and the lack of horse slaughterhouses and also due to federal bans on USDA funding for inspections of horse meat that effectively prevents the sale of horse meat for human consumption.

Although horse meat is legal to eat in some states, but under specific circumstances, like if you own the horse you can legally slaughter and eat the horse meat.
